Despite a temporary collapse of the dot com bubble in the early 2000s,[link widoczny dla zalogowanych], the general trend of the IT industry has been expansion and growth,[link widoczny dla zalogowanych], and it is still continuing. By following a similar path,[link widoczny dla zalogowanych], South Korea has also become a world leader in IT.
It's only natural for North Korea to take interest in the IT industry because it really is possible to achieve rapid growth in a short period. But in the IT industry, business opportunities develop through personal relationships. It's impossible to think of an IT industry without the Internet. Well aware of this,[link widoczny dla zalogowanych], North Korea has also begun building an Internet infrastructure across its country with the support of the International Telecommunications Union (ITU).
But these personal relationships,[link widoczny dla zalogowanych], the very dynamic of the IT industry,[link widoczny dla zalogowanych], seek new business opportunities through ceaseless interaction. North Korea allows only an extremely limited number of people to use e-mail and a few other Internet functions like sending official files. In this situation it is impossible to expect the creation of new IT business models. North Korea is the only country in the world that has not registered its official domain suffix (for example, South Korea has ".kr" as its domain suffix). In reality a dot com industry is a pie in the sky dream for North Korea. Only a lively exchange of opinions and ideas and the large-scale distribution of information make it possible to engage in global e-commerce on websites, as well as develop e-markets, portals, and search engines.
What is the secret of democracy? It's nothing more than the free exchange of opinions and information, isn't it? So then how can North Korea, an undemocratic nation that permits none of these,[link widoczny dla zalogowanych], expect to build a thriving IT industry out of the blue? North Korea has long used the word "democracy" in its official name: the Democratic People's Republic of Korea. I think now is the time for North Korea to actually practice democracy. I hope that the North Korean leader will understand that only through democracy can North Korea find the solutions to its economic difficulties, and I hope it will make the historic decision to "switch on" the Internet infrastructure that it has already built.
