It's hard to tell since it says Treasury Board at the top of the page but the domain name is for the Chief Information Officer website, which I suppose falls under the Treasury Board. <br />What I'm getting at here, in case you can't tell, is that the whole Common Look and Feel policy is a joke. <br />One of the goals of the policy was to standardize governmental domain names. In an ideal standardized government all one should need to know is the acronym for a department to know the domain name. Being from the Maritimes I'm used to the acronym HRDC (Human Resources and development Canada, the pogey people). Guess what? It works! Hurrah! But guess what? It shouldn't. Not according to govt policy. <br />So HRDC's domain should include the French acronym as well, or use a fun word like 'justice' which is spelled the same in both languages. The French acronym of course is DRHC for Dveloppement des ressources humaines Canada. But if they can do that, why can't everyone? Public Works does it. Way to go PWGSC. You did something right. DVA doesn't. Oh wait, DVA changed their acronym. Everyone in Charlottetown knows who DVA is because they're the only federal department headquartered outside of the National Capital Region (NCR). But now the Department of Veterans' Affairs is Veterans' Affairs Canada (VAC). How on earth is anyone supposed to figure that one out if they A) aren't bilingual and B) well versed in departmental names? The French name and the English name aren't even translations of each other. One is Veterans' Affairs Canada and the other is just Veterans Canada. Of course Google can tell you, but that's not the point of standarization. then you have the Department of National Defense (DND). <a href="http://www." target="_blank">www.</a> That would be too long. I love the uniformity of all of this! <br />And that's just domain names folks. <br />As soon as you access a front page of a govt site there's a standard page with both the English and French names and buttons offering to take you into the site in the language of your choice. Uhoh. How on earth are we going to decide which button goes on the right and which goes on the left? We wouldn't want to offend anyone by not giving their language prominence. The solution? If the department is headquartered on the Ottawa side of the Ottawa River, the English button is on the left, or first. If the headquarters are on the Gatineau (Hull) side of the river, the French button goes first. This really isn't a big deal, except I'm lazy, and if I go to the site of a govt department I like to be able to click the same language button every time. I don't always take the millisecond required to read them because instinct tells me I've seen this before, and English is on the left. Functionally it would be fantastic if that were true, but it's dangerous politically, so I either have to take the splitsecond to read the buttons or know where the departments are based. If I hadn't been enployed by the federal government for the last 18 months I wouldn't have a clue, but since I have been I know PWGSC, HRDC and Environment Canada are all headquartered in Gatineau. This is a minor inconvenience, but I'm sure webdesigners like the folks at silverorange will tell you that eliminating minor inconveniences makes all the difference in the world. <br />My final beef? All the sites don't have a common look and feel. Some of them have absolutely horrid sidebar colour schemes,[url=http://www.floware.fr]www.floware.fr[/url], like the one for the Chief Information Officer. Powder blue? Their side bar is done in grid form. PWGSC has bullets. Environment Canada has a list, but the background changes depending on which item you click, so they aren't even consistent with themselves. Font sizes change too. <br />And none of this even gets into the programming side of things, which I frankly don't have the expertise to critique but I'm sure it's a mess too. The Treasury Board has gone through the trouble of coming up with a checklist programmers can use to make sure departmental sites are policy compliant. I randomly chose one criteria I understood (concerning cybersquatting) and applied it to the folks that are my employers until 4:30 today Public Works and Government Services Canada. Afterall, one of the services they offer is web site maintenance for other departments. They should have their act together, right? Let's check. Even the Treasury Board hasn't registered similar domains. But I'm sure you knew that because everyone has an indepth understanding of Canadian government acronyms and can thereby determine government URLs without the aid of Google. <br />I was hired by VAC to make one of the internaly websites comply to the Common look and feel. I never had anything to do with the domain name. But the general idea of it is good, it is just no one follows the rules, and in some instances the rules are vague, and I believe some even contradicted others. Two of the main goals were to make every government website to have a similar look so that an average Joe can go to a site and not question whether it is a government site or not, and to have the site readable by anyone. <br />The look only applied to the top 2 inches of the page. The rest coupld be a anything as long as they had some sort of side menu bar. <br />As for the websites being readable by any one, I doubt that any website has this done right. I believe they are supposed to work for every version of IE and Netscape. Every image is to have an alternate description, table were to be completely removed from the HTML so that browser for the blind can read them correctly, and they should also be able to be displayed in text only browswers. I forget what else was involved, but there were a few other disabilities that were to be taken into account. <br />I am pretty sure the deadline to be compliatant has passed. Common Look and Feel has got to be at least 5 years old by now.
